Grant of Lump Sum Ex-Gratia

Grant of Lump Sum Ex-Gratia to the surviving spouses of Pre'86 retirees of the Bank

The Govt. of India, Ministry of Finance, Department of Economic Affairs advised Bank to provide Ex-Gratia to surviving spouses of the Ex-employees of the Bank who retired on or before 31.12.1985 provided that those retirees had rendered at least 20 years of continuous service and the spouses are not getting any pensionary benefit from the Bank.

The salient features of the scheme for grant of lump-sum Ex-Gratia to the surviving spouse of the pre '86 retirees of the Bank are:

  1. The scheme will come into force from 01.11.2006.
  2. The scheme will be applicable to the surviving spouse of a Pre'86 retiree and not to other members of the family.
  3. The scheme will cover
    1. the surviving spouses of the Ex-Gratia recipients.
    2. the surviving spouses of the Pre'86 retirees who did not receive Ex-Gratia, since died before 01.11.1997.
  4. The benefit of the scheme will not be applicable to the surviving spouses of all such Pre'86 retirees wherein
    1. the Retiree was dismissed/removed from the service of the Bank.
    2. employee resigned from the service of the Bank.
  5. The Scheme will not be applicable to a surviving spouse of a Pre'86 retiree if she/he is in receipt of any pensionary benefit from the Bank.
  6. The rate of Ex-Gratia payable under this scheme will be Rs. 1000/- per month. No Dearness Relief will be payable.
  7. The payment of Ex-Gratia under this scheme will start from the date of preferring of claim by the spouse (i.e. the date of application for the Ex-Gratia in standard format vide Annexur - A made by the spouse).
  8. No arrear for any period prior to the date of application will be paid.
  9. The spouses will be required to submit periodical certificates such as Life Certificate, Re-Marriage Certificate to the Paying Branch.
  10. A spouse on re-marriage will cease to be eligible for getting Ex-gratia under this scheme.

Operational Guidelines

Identification of the Applicant

Identity of the applicant is to be verified by either the Lump sum Ex-gratia Paying branch or the branch from where the ex-employee retired on the basis of local information and documents

Receipt of the Application
Application for lump sum Ex-gratia from the surviving spouses of Pre'86 retirees in the format vide Annexure -A will be received either by the lump sum Ex-gratia Paying branch or by the branch wherefrom the ex-employee retired. On receipt of application in duplicate and complete in all respects the branch will forward the same to the Staff Pension Deptt., H.O. for sanction. Before forwarding the same to H.O. it must be ensured that the applicant is properly identified by authorised Bank Officials under their signature serial no. and witnessed by two employees mentioning their SPF No.

Applications received at branches/offices must be forwarded to the H.O. within 10 days from the date of application.

Mode of Payment

The lump sum Ex-Gratia Paying branch on receipt of two copies of lump sum Ex-gratia payment order issued by Staff Pension Dept., Head Office along with a copy of application for grant of lump sum Ex-gratia will hand over one copy of payment order to the lump sum Ex-Gratia recipient on proper receipt, keeping the other copy along with the copy of application in a separate file for branch record. Paying branch will disburse the said lump sum Ex-Gratia on monthly basis by crediting the same to the Savings Bank A/C of the Ex-Gratia Recipient operated singly by the spouse. The Savings Bank A/C should preferably have nomination facility. The Ex-Gratia will be paid to the debit of Profit & Loss A/C " Lump Sum Ex-Gratia to the surviving spouses of Pre'86 Retirees" and to be reported in monthly P/L Statement under "Other Expenses".

  1. The lump Sum Ex-Gratia Paying branch will prepare monthly payment schedule reporting therein all the payments made during the said month (as per Annexure-B) a copy of which will be sent to the respective Regional Officer within 7th of the following month to which the payment relates. Paying branch will also maintain a payment Register (Specimen enclosed vide Annexure-C) for recording details of payment of lump sum Ex-gratia made to each surviving spouse of pre'86 retiree.
  2. The lump sum Ex-gratia, fixed at a monthly rate of Rs. 1000/- shall be payable on the Ist day of the following month for which the payment relates.
  3. In the event of death of a spouse of a Pre'86 retiree lump sum Ex-gratia for the month of death is payable on pro-rata basis upto the date of death and the detailed report is to be submitted to the concerned Regional Office (Vide Annexure - B) for discontinuation of payment after the date of death.
  4. A spouse has to furnish Life Certificate and re-marriage certificate at the time of commencement of payment and in the month of November each year (in the format vide annexure - D) failing which no payment will be made from December next.
  5. Disbursement of lump sum Ex-gratia is to be made only after being satisfied regarding identification of the beneficiary.
  6. Paying branches are advised to note that if the lump sum ex-gratia is not drawn by a spouse of a Pre'86 retiree for consecutive three months a personal enquiry, if necessary by visit to the residence of the lump sum Ex-gratia recipient should be made by the branch officials to ascertain the reason for non-withdrawal of lump sum Ex-gratia.
  7. After receipt of the report of death of a lump sum ex-gratia recipient the undisbursed amount of lump sum Ex-gratia payable upto the date of death instead of crediting the same to the SB A/C of the deceased be paid to the nominee as mentioned in lump sum Ex-gratia payment order after proper identification. In case, any amount of lump sum Ex-gratia has already been credited to the SB A/C prior to the reciept of the report of death, the amount payable upto the date of death is to be paid to the nominee of the SB A/C.

Before final payment to the nominee excess amount of lumpsum Ex-Gratia already disbursed for the period prior to or subsequent to the date of death, if any, is to be realised to the debit of SB A/C of the deceased lump sum Ex-gratia recipient. The amount so realised is to be credited to P/L A/C "Lump Sum Ex-Gratia to the surviving spouses of Pre'86 retirees".

Function of Regional Office

Regional Offices on receipt of payment schedule from the branches shall verify whether disbursement has been made correctly and if any discrepancy is noticed the matter is to be taken up with the concerned branch for adjustment forthwith. Regional Offices shall submit month-wise a consolidated statement to the Staff Pension Deptt., Head Office (in the format vide Annexure - E) within 15th of the following month for reporting to Higher Authority. In case there is nothing to report in a particular month a "NIL" report is to be submitted.

Regional Offices should also monitor receipt of periodical certificates (e.g. Life Certificate, Re-marriage certificate) by the branches under their control as detailed above, and confirm the same (in the format vide Annexure - E)
